The Federal Way Link Extension (FWLE) is Sound Transit’s largest design-build project and extends transit service 7.8 miles from Seattle-Tacoma Airport’s existing Angle Lake Station to Federal Way. The extension, which began construction in July 2020 and is now open to commuters, connects the South Puget Sound communities, alleviates congestion on Interstate 5, creates more regional connectivity and provides reliable, rapid and efficient transportation services—giving Seattle residents a better way to get around the city.

The project features three new stations: Kent Des Moines, Star Lake and Downtown Federal Way, as well as combined 3,200 parking spaces and connections to other transit services.  This extension is part of the city’s larger commitment to build a 252-mile regional light rail network that will ultimately connect three counties.

Sound Transit and Kiewit selected Atlas to perform quality, environmental, engineering and survey support on the project. Atlas provided the following elements, among others:

  • Elevated Guideway.
  • Stations and Garages.
  • Ballasted and Direct Fixation Track.
  • Communication systems.
  • Fire alarms.
  • Traction power systems.
  • Shop and field welding.
  • Elevators and escalators.
  • Piling.
  • Asphalt.
  • Concrete.
  • Soils.
  • Post-tensioning placement and steel reinforcement.
  • Station, platform and track interface clearance.
  • Torque testing and more.

Revolutionizing Intercity Travel with a Focus on Quality

The California High-Speed Rail (HSR) will revolutionize intercity travel by providing a faster, eco-friendly alternative to traditional transportation methods — eliminating an average of 3,500 tons of emissions annually across its 800-mile corridor.

Since January 2023, Atlas has been an integral part of an AECOM-led joint venture focused on implementing a Construction Quality Program. This program collects objective evidence to ensure and certify that all construction activities meet rigorous, federal-grade standards.

Key Contributions:

  • Quality Management Plan Development: Atlas developed a Quality Management Plan aligned with ISO guidelines, incorporating key performance indicators to measure and evaluate the plan’s effectiveness.
  • Quality Records Review: Our team thoroughly reviews construction quality records to certify compliance with contract requirements, ensuring all activities meet federal-grade standards.
  • National Bridge Inspection Standards (NBIS) Inspection: Per FHWA standards, Atlas conducts on-site assessments and reviews quality inspection plans, RFC plans, and aerial photos. These detailed inspections help identify and address potential issues early on.
  • Training Program: Atlas developed a training program for project staff focused on inspection and reporting processes. This initiative promoted a proactive approach to quality management, enhancing collaboration between the Authority and contractors while clarifying inspector roles and improving submission processes.

By collaborating closely with the California HSR Authority, Atlas proactively identifies and resolves deficiencies, maintaining the highest quality standards throughout each project phase.
