Transforming Brownfields into Community Assets in Southeast Indiana

In 2019, Atlas played a pivotal role in organizing a coalition of compromising multiple public agencies to successfully secure a $600,000 U.S. EPA Brownfield Assessment Grant. The coalition, led by the City of Lawrenceburg, includes the City of Aurora, the City of Greendale, and Dearborn County is represented by the Regional Economic Development Agency, One Dearborn. This collaborative effort marked a significant step toward revitalizing underutilized properties across the region.

Selected through a competitive process as the Qualified Environmental Professional (QEP), Atlas has spent the past four years leading the grant’s successful implementation—bringing strategic insight, technical excellence and community commitment to every stage of the project.

Grant Program Achievements:

  • Programmatic Leadership: Coordination of quarterly updates and engagement meetings with coalition members and stakeholders.
  • Community Outreach: Collaboration with redevelopment commissions, property owners, developers, and small businesses to promote project goals.
  • Brownfield Inventory Development: Identifying sites with strong redevelopment potential.
  • Environmental Assessments: Conducting Phase I and II Environmental Site Assessments, hazardous materials inspections and cleanup planning.
  • EPA Compliance: Ensuring site eligibility and preparing all required reports for the U.S. EPA.
  • End-Use Planning: Integrating redevelopment and reuse planning and engineering design into the cleanup and closure of brownfields sites.

Measurable Impact:

  • 16 sites assessed
  • 6 properties repurposed with new end users
  • 2 properties with fully executed redevelopment plans, zoning approvals, and are scheduled to begin redevelopment.
  • 2 properties fully assessed and market ready.

Atlas supported Lawrenceburg in securing an EPA Cleanup Grant to expedite solar development on the remediated landfill site, advancing the region’s renewable energy footprint.

Beyond technical achievements, Atlas’s work has had a tangible impact on lives and livelihoods. In a heartfelt note of thanks, Erin and Steve Bowling—new end users of a once-abandoned brownfield site—shared their appreciation:

Atlas is proud to have played a key role in the transformation of three historic Army barracks at the former Fort Ethan Allen in Colchester, Vermont, now home to the newly opened 10th Cavalry Apartments. This $31+ million redevelopment brought 65 new mixed-income affordable housing units to the community, blending historic preservation with critical housing needs.

Led by Erik Urch and Matt Molnar, Atlas managed the environmental assessment and remediation efforts at the site. Our work began with a Phase I Environmental Site Assessment to identify potential concerns, followed by three phase of site investigations to define areas exceeding applicable standards for lead and PCBs in soil and asbestos, lead, and PCBs in building materials. We developed the Corrective Action Plan and bid specifications for the excavation and offsite disposal of contaminated soils and abatement activities.  The cleanup was memorialized in a Corrective Action Completion Report and the developer received a Certificate of Completion from the Vermont Department of Conservation in accordance with BRELLA closure criteria.

We’re honored to have contributed to a project that preserves history, enhances the community, and brings lasting impact.

Preserving the Past, Protecting the Future: The Brownfield Transformation at Bullion Plaza Cultural Center and Museum (BPCCM).

Originally opened as a grammar school in 1923, the Historic Bullion Plaza Cultural Center and Museum (BPCCM) stands as a landmark of cultural and historical significance in the Town of Miami, Arizona.

To support the site’s preservation and revitalization, Atlas conducted comprehensive surveys including lead-based paint (LBP) and asbestos-containing material (ACM) as part of an Environmental Protection Agency (EPA)-funded brownfield assessment. These investigations were performed in full compliance with an USEPA Region IX-approved Sampling and Analyses Plan (SAP), which was also prepared by Atlas.

Building on the results, Atlas prepared an Analysis of Brownfield Cleanup Alternatives (ABCA), outlining a preliminary evaluation that provided information on contamination issues and potential remedial alternatives. Through Atlas’ guidance,  the grantee was able to apply for additional support through the Arizona Department of Environmental Quality (ADEQ) Brownfield Program — successfully transition from assessment to remediation.

Today, the BPCCM stands as a shining example of Brownfield excellence—where cultural heritage meets environmental responsibility, and community pride is reclaimed for future generations.

The Mezzo Apartment Homes building is a 15-story residential high rise built in the early 1950’s in downtown Denver. When the Atlas team was contacted by the client, the building was in serious need of plumbing and aesthetic renovations. The client retained Atlas to conduct a comprehensive building materials survey at the Mezzo Apartment Homes. The detailed survey guided a direct plumbing replacement project that took place throughout the 15 story residential high rise building. Atlas successfully guided abatement activities for over 6,000 linear feet of asbestos insulated plumbing lines throughout the building. Asbestos containing plumbing lines were removed from 36 vertical shafts and a mezzanine area.

Atlas successfully met deadlines and set budgets for 22 phases of building survey, renovation and abatement oversight activities. Atlas provided an on-site PCM asbestos laboratory for accurate and speedy air monitoring results throughout the entire renovation project. Atlas also assisted the client and related construction trades on site asbestos awareness/O&M Training and OSHA exposure monitoring. Atlas also prepared a final abatement oversight report.

Atlas conducted employee exposure monitoring for potential exposures to flammable gas, turpentine, paint and other household hazardous waste products and by-products based upon employee concerns. Airborne monitoring was conducted for during waste collection and disposal activities at the Town of Gilbert Household Hazardous Waste facility.

Atlas collected personal breathing zone samples for total hydrocarbons and volatile organic chemicals. The employee work tasks during the monitoring period were observed and documented. The samples were collected over a full eight-hour work shift.

All measured airborne chemical levels were below the applicable occupational exposure limits indicating a low potential for employee exposures.  Atlas also recommended that an established lunch area, away from the household hazardous waste collection area, be established.
